我国粮食直补制度实施以来作用不大,问题不少,亟须进行制度重构。各种完善该制度的建议虽不无道理,但未解决根本问题。因此,必须对该制度进行转型,从而建立我国的粮农收入直补制度。

The function of China Mechanism of Direct Subsidy for Grain is feeble,while the problems are obvious since it was in operation,so it urgently need reconstruction.Many kinds of advice for pefection are reasionable,while they can not solve the problem.China should convert the mechanism of Direct Subsidy for Grain into the mechanism of Direct Income Subsidy to Grain Producers.
