从"两免一补"看农村义务教育的均衡发展——以湖南省益阳市为例

On the Balanced Development of Rural Compulsory Education from the Angle of "Two Exemptions and One Subsidy" Policy:A Case Study of Yiyang in Hunan Province

"两免一补"是国家为促进义务教育均衡发展的重大举措之一。通过典型个案的实证分析,对"两免一补"的落实情况与实施"两免一补"后学生的教育费用,以及学校管理成本运行情况的对比分析,可以从一个侧面反映农村义务教育发展的大体境况;对由此所折射出来的现实问题进行反思,并探究其解决的途径,对于更好地理解和推进农村义务教育的均衡发展,必有裨益。

The＂ two exemptions and one subsidy＂ policy is one of the major measures for our country to promote the balanced development of compulsory education. Based on the empirical research of typical cases in Yiyang, this article discusses the implementation situation of ＂two exemptions and one subsidy＂ policy and presents a comparative analysis of the concerning schools＇financial situations referring to the incomes after implementing the policy and the expenditures of the students＇educational fees and the school management costs . The research results reflect from one aspcet the general situation of the development of rural compulsory education and further thinking of the practical problems reflected in it with more explorations of the solutions will necessarily bring great benefits to better understanding and promotion of the balanced development of compulsory education in rural areas .
