Clustering of Unsafe Driving Behaviors and Suggestions for Their Penalty Types and Regulations

为了给交通违法处罚提供科学合理依据,有效降低不良汽车驾驶行为对道路交通运行产生的不良影响,在现场观测的基础上,从影响交通运行、导致交通冲突及诱发交通事故3个层面对不良汽车驾驶行为进行了聚类研究。从行政管理与经济处罚2个角度,探讨了不良汽车驾驶行为的合理处罚形式,提出了相应的标准建议。

In order to provide scientific and reasonable rationale for traffic violation penalties and decrease the impacts of unsafe driving .behaviors on traffic operation, unsafe driving behavior clustering was studied from three aspects including their impacts on traffic operation, traffic conflict and traffic accident based on site observation and investigation. Reasonable penalty types were discussed from two aspects including administrative management and economic punishments. Proposed changes of regulations were also presented.
