The Evolvement and Convergence Effect of the Cohesion Policy in EU

摘要凝聚政策是欧盟在国家层面和区域层面上支持经济和社会平衡发展的主要工具,也是欧盟三大增长政策之一。从1988年产生至今,凝聚政策已经实行了20年。文章全面回顾了20年来欧盟凝聚政策体系的演变历程,及其最新发展趋势,并实证检验了凝聚政策的经济收敛效果,肯定了其在调整欧盟区域发展不平衡状况方面发挥的重要作用。 The cohesion policy is the main instrument of supporting the balanced development of economy and society in EU, and one of its three policies for economic growth. Since the inception of the cohesion policy in 1988, it has been carried out for 20 years. This paper reviews the evolvement and the new trends of the cohesion policy system, proves the convergence effect of the policy, and confirms that the policy is important for EU to reduce the disparities of regions.
