吉林省最低生活保障制度与经济发展的协同性分析

Synergetic Analysis of the Minimum Living Security System and Economic Development in Jilin Province

近年来,我国最低生活保障制度正处于全面提高保障能力和保障水平的转折时期,在我国经济快速发展、人民生活水平不断提高以及物价上涨的条件下,客观上要求最低生活保障制度随之做出及时的调整,以确保低保对象的实际生活水平稳步提高。从吉林省城市低保与社会经济发展的相关性分析来看,尽管低保标准、保障能力随着经济发展同步提高,但滞后于CPI的变动,在一定程度上削弱了最低生活保障制度的功能。

In recent years, the minimum living security system of our country is at the turning point to fully improve the capacity and level of protection. Under the circumstances of rapid economic development and constant rise of people＇ s living standards as well as the rising prices in our country, it is an objective call for the minimum living security system to make subsequent timely adjustments to ensure steady rise of the actual living standards of the people with the minimum security. From the correlation a- nalysis of the urban minimal security system and social - economic development in Jilin Province, although the minimal security standards and the security capacity increase simultaneously with economic growth, it has lagged behind the CPI growth, which, to a certain extent, has weakened the function of the minimum living security system.
