我国电信业竞争性失衡的成因及对策分析——基于竞争的自我颠覆性和网络外部性的视角

Causes and Coutermeasures of Competition Imbalance of Telecommunication Industry in China——From the Perspective of Self-disruptive of Competition and Externality of Network

本文从竞争的自我颠覆性和网络外部性的双重视角分析了我国电信业的竞争性失衡问题。结果表明:竞争的自我颠覆性导致电信业由竞争格局走向垄断,网络外部性则加速了这一进程;在位运营商在网络外部性的作用下使得其均衡产量为跟随者均衡产量的2倍;我国进行的第三次重组能够在一定程度上逆转由于竞争的自我颠覆性导致的竞争性失衡,但是这种逆转只是暂时的,为了进一步促进有效竞争局面的形成,以及在长期内维持合理的竞争性局面,则需要均衡电信运营商的网络外部性。

This paper analyses the issue of competition imbalance of telecommunication industry in China from the dual perspective of Self-disruptive of Competition and Externality of Network. And the result turns out to be ： Self-disruptive of Com- petition makes the telecommunication industry transit from competitive situation to monoplay, and the externality of network ac- celerates the process; with the externality of network the leader operator＇s equilibrium production is twice of its followers＇; the third time re-build operation carried out in China will change the competition imbalance situation caused by self-disruptive of competition to certain degree, but this is temporary. In order to promote the formation of effective competition situation and maintain the resonable comepetition situation in the long run, we need to make the network externality of telecommunication operator to be balanced.
