公共服务体系建设中的问题与对策

The Challenge and Strategy in the Construction of the Public Service System

完善公共服务体系建设,是党和国家高度重视的问题。目前,我国公共服务体系建设存在投入不足、总量不多,覆盖面不宽,结构不合理,多元社会参与机制尚未形成,公共服务能力有待进一步提高等问题。为此,要通过提高政府全面履行职能的能力、加大财政对公共服务供给投入、切实提高公共服务的覆盖面、优化公共服务投入结构、加快推进政事分开为重点的事业单位改革、进一步加强政府自身建设等对策措施,推进公共服务体系的完善。

Chinese government and the Communist Party have attached great importance to the improvement of our public service system. At present, there are several problems in the construction of public service, such as inadequate investment, small investment amount, narrow coverage, irrational structure, unformed mechanism of multiple social participations, and the public service capacity to further improve, etc. To promote the improvement and perfec- tion of the public service system, the following measures are needed ： improving the capacity of the government to fully perform its functions; increasing investment on public service system; widening the coverage of the public service; optimizing the investment structure ; accelerating the reform of public institutions which focus on the separation of the functions between administration and public institutions ; strengthening the self - construction of the government.
