摘要 生态补偿效率评价是构建生态资源补偿机制的基础.基于主成分分析法构建生态补偿效益评价模型:①评价指标体系的结构框架是由1个目标层、4个准则层、23项指标组成.②利用构建的评价模型对我国近10年间数据进行综合评价,结果表明:10年间前3年环境恶劣补偿效果相对较差;1999年以后逐渐改善,特别是2003年以后生态补偿效果明显改善,这与我国实施的生态补偿发展历程是一致的.构建评价模型力求为现阶段生态补偿状况提供新的可行评价方法. Ecological compensation benefit evaluation is a foundation of constructing ecological resource com- pensation mechanism. An ecological compensation benefit evaluation is constructed based on principal component analysis:①Evaluation index system is composed by one target level,four rule levels and twenty-three indexes. ②Comprehensive evaluation is given towards recent ten years data based on the constructed evaluation model. The result is: The adverse circumstance compensation effect is relative worse in the first three years. The situation was improving since 1999,especially after 2003. This is consistent with the development history of ecological compen-sation in China. Some efforts were made to offer a new feasible evaluation method through constructing evaluation model.
