中国农村公共体育产品供给的制度设计

结合公共经济学的相关理论,针对中国农村公共体育产品的供给现状,设计适合现行中国社会农村公共体育产品供给制度,来指导和保证中国农村的全面、健康发展。1)实行城乡统筹发展战略,建立城乡一体化公共体育产品供给体系;2)改革农村公共产品供给的体制,树立开放系统观念,打破政府垄断提供格局,实现供给主体的多元化;3)坚持政府的核心地位,发挥政府的主导作用;4)引入有序竞争,促进良性合作,构建政府主导下的,政府、市场和社会协同供给的新型伙伴关系;5)畅通农村公共产品的需求表达渠道,改革供给的决策机制,实现"自上而下"与"自下而上"相结合的双向互动的民主决策机制;6)建立有效的农村公共体育产品供给的监督、评估与反馈机制。
