摘要
2008年6月9日,日本前首相福田康夫在日本记者俱乐部发表了题为"为实现低碳社会的日本而努力"的讲话。福田首相在讲话中集中阐述了日本在温室气体减排问题上的立场与观点,表明了日本引领世界低碳革命的决心和信心,勾勒出日本构筑低碳社会的远景,因此被人们称为构建低碳社会的"福田蓝图"。2008年7月日本内阁会议通过"实现低碳社会行动计划",表明"福田蓝图"开始付诸实施。建设低碳社会,是日本履行京都议定书减排义务的有效途径,也是缓解能源短缺压力的重要手段,同时还有助于助推日本科技创新。在政府的主导下,依靠技术创新、制度创新、观念更新以及对外合作,低碳社会计划正在稳步推进。
On June 9, 2008, then Japan＇s Prime Minister Yasuo Fukuda gave a speech entitled ＂In pursuit of Japan as a Low- carbon Society＂ at the Japan National Press Club. In July 2008 the Japanese cabinet approved the ＂Action Plan for Acmeving a Low - carbon Society＂, that indicated ＂ Fukuda Vision＂ begun to be implemented. Construction of a low - carbon society is an effective way to fulfill Japan＇s obligations on reducing emissions under the Kyoto Protocol, also is an important means to ease the pressure of energy shortage and help to boost Japan＇s technological innovation. Under the auspices of the Government, relying on technological innovation, institution innovation, ideas innovation and international cooperation, the low -carbon society plan is being carried out steadily.
