日本中小企业创业支持机制研究

A Study of the Start-up Support Mechanism for Japanese SMEs

创业环境离不开政府的精心打造,创业活动离不开创业政策的支持。根据1966～2006年日本中小企业开业率和歇业率统计表的数据进行研究发现:中小企业开业率始终高于歇业率,说明日本创业环境较好。这与日本政府完善的创业支持机制有关。日本政府从20世纪60年代起先后制定了一系列支持中小企业创业发展的政策,涉及到法律、税收、金融和创业辅导机构等方面。这些政策在很大程度上为中小企业创业铺平了道路,加快了中小企业创业活动发展的速度。

The start- up environment cannot be separated from the government＇s support, and the activities of start - up cannot do without the support of start up policy. By studying the data of Japanese SMEs ＇entry rates and exit rates from 1966 to 2006, we can find that the entry rates exceed exit rates all the time, which shows that the environment of Japanese start - up is good. This has relations with the perfect start - up supporting mechanism of Japanese government. From the 20th century 60＇son, Japanese government has made a series of policy to support the development of SMEs＇start - up, which involved law, revenue, finance and the start - up supporting organization. These policies have paved the way for the SMEs start - up, and speeded the development of SMEs＇start - up.
