A Preliminary Study of Financial Revenue and Expenditure in Ningbo Municipal Construction During 1920-30s

20世纪20、30年代是近代宁波市政工程建设史上一个标志性时期,该时期也是宁波城市真正走向近代化的重要阶段,此阶段无论是水利工程建设、交通工程建设还是其它公共工程建设都取得了显著成就。在这些成就的背后,工程经费问题无疑是影响建设进程的重大因素。市政工程建设本应是政府主导承担的任务,但由于这一时期宁波政府财政的贫弱,使其在市政工程建设方面捉襟见肘、难以为继。

1920-30s is a landmark period of Ningbo municipal construction,when Ningbo city was really moving towards an important stage in modern times.During that period,great achievements had been made in the fields of water project,traffic transportation and public works.However,there existed the problem of project expenditure which hindered the construction process.Because of the poor and weak government finances in Ningbo,the engineering building is hard to sustain.
