摘要
文章从解读国家档案局8号令入手,认为文书档案鉴定的依据是:以"我"(本机关)为主,以"人"为本,以"价值"为基础。可以说,国家档案局8号令是文书档案鉴定工作的根本所在,让档案管理工作更具科学化、人性化和规范化。
The paper starts by unscrambling No. 8 order of State Archives Bureau and arrives at a conclusion that the basis for the evaluation of secretarial documents is ＂oneself＂ （one＇s own organization ）, which should be humanistic and based on ＂value＂. It can be said that No. 8 order of State Archives Bureau is the key to the work, making the work more scientific, humanistic and standardized.
