摘要
高等教育发展质量评价是一种"目的在于行动"的价值判断,是一个为决策者搜集、描述、使用信息,提供决策服务价值的过程,具有重要的导向价值、诊断价值、反省价值和中介价值。在高等教育大众化的时代背景下,构建高等教育发展质量的评价体系就应在评价理念上,体现先进性;在评价标准上,突出科学性;在评价主体上,强调多元化;在评价方法上,把握综合性。
The development quality evaluation of higher education is a value judgment aiming at taking action, whose function is to help decision-makers by gathering, describing and providing information and which has such values as orientation, diagnosis, reflection and agency. In the era of the popularity of higher education, the system of quality evaluation is characteristic of the advanced nature in concepts, the scientific nature in standards, the diversification in subjects and synthesis in methods.
