试析高校教学管理重心不能有效下移的原因

Analysis of the Reasons why the Focus of Teaching Management in Colleges and Universities can't be Effectively Moved down

分析了高校教学管理重心下移的必要性,并指出了当前我国高校教学管理重心不能有效下移的五个方面的重要原因:计划经济体制的惯性继续影响着高校教学管理模式的改革;高等教育质量的监控机制与教学管理重心下移存在着一定的矛盾;高校内部管理制度不健全不完善,使放权没有制度依据和保证;高校教学资源条件不充分,使教学管理重心下移缺乏物质基础;作为应然权力主体的院系意识不强,能力发挥不够。

This article analyzes the necessity of moving down the focus of university teaching management and points out the five important reasons why the focus of teaching management in colleges and universities can t be effectively moved down.Firstly,the inertia of the planned economic system has a continues effect on the reform of patterns of teaching management;secondly,there are certain contradictions between the control mechanism of the quality of higher education and the moving down of the focus of teaching management; thirdly, the i.nternal management system in the colleges and uni- versities is not perfect, which makes the devolution go without system basis and guarantee; fourthly,college teaching conditions are not sufficient that make the moving down of the focus of teaching management be short of material basis; finally, as the certain main body, the faculty does not have a strong sense and efficient capability of application.
