章程是新建本科院校办学的重要依据和依法治校的基础环节,制定章程是构建现代大学制度和保障学校事业健康发展的迫切需要。章程要体现合法性、规范性、前瞻性、可操作性和创新性,紧扣新建本科院校的办学定位和具体校情,立足于使校内基本管理体制更加明晰、校内管理模式改革更加有效、以人为本的核心理念更加彰显,既要符合高等学校章程的共同属性,又要突显新建本科院校章程的特质性。

University statutes are one of the important foundations for running institutions, as well as the basic element of managing institutions by law. Formulating university statutes is the urgent requirement of constructing the modern university system, and it can ensure the healthy development of universities. Legitimacy, norm, long-term vision, operability and innovativeness should be reflected in the process of formulating university statutes. Based on the running positioning and concrete reality of the newly-established institu- tions, the formulating statutes should make the university management system more specific, the management mode more effective, and the people-oriented idea high-lighted. As a final result, the newly-formulated university statutes should not only conform to the common qualities of university statutes, but also display their unique natures of the newly-established four-year institutions.
