摘要
根据我国医疗卫生机构在职人员培训1981~1996年统计年报表,对医疗卫生机构行政管理人员和卫生技术人员在职培训发展状况作了统计分析。统计结果表明,行政管理人员培训比例平均为622%,卫生技术人员培训比例平均为9377%;其中行政管理人员级别高低与培训比例高低成反比;卫生技术人员在1984年前,级别高低与培训比例高低成反比,1984年以后,级别高低与培训比例成正比。结合医疗卫生机构人员编制的有关原则、我国卫生事业发展状况以及人才成长的特点,提出要重视管理,加大卫生行政管理人员的培训力度;要调整卫生技术人员培训的内部比例,给予年轻人更多的学习机会。
Based on the 1981~1996 national statistics annual reports on in service training of health care institutions personnel, the current situations of health professionals and executives in service training are analysed. The results show that the averaged rate of in service training are analysed. The results show that the averaged rate of in service trained personnel among health executives is only 6.22%, while that of health professionals is 93.77%. Meanwhile, the higher the health executives seniority is, the lower the in service training rate is; the higher the health professionals seniority is, the lower the in service training rate is before 1984, but after 1984, the health professionals in service training rate is accordingly higher with their seniority. Combining the principles of allocating posts quata in health care institutions and the characteristics of Chinese health professionals and facilities development, it is suggested that special commitment be made to management training of health executives; the internal ratio of health professionals training be adjusted; more training opportunities be created for junior staff to promote growth of young health professional talents.
