On Consultative Democracy Between Theory Connotation and Chinese Background

西方国家为改善代议民主的弱点,发展出一种强调公民直接参与公共决策的协商民主理论。这种新兴民主决策模式,日益体现出理论渊源多元化、自身特征多样化、本质规定多重化、作用向度多面化和中国语境多维化的属性。对于当代中国民主进程,应该运用辩证眼光对之进行审视,正确处理协商民主与选举民主、协商民主与政治协商和协商民主与民主发展的关系,促进中国特色社会主义民主的建设和发展。

To rectify the weakness of representative democracy, some Western countries put forward consultative democracy which emphasizes on direct citizen participation in public decision-making. The emerging model of democratic decision-making and consultative democracy reflect increasingly the theoretical source of diversification, the diversification of their characteristics, the nature of the provisions of the multiple, multifaceted dimensions of the role and the process of multi-dimensional attributes. For contemporary democratic process in China, we should handle correctly those relations including deliberative democracy and electoral democratic, political consultation and consultative democracy, deliberative democracy and democracy develop- ment and promote socialist democracy with Chinese characteristics.
