对社区公共服务财政援助技术创新的思考

The Innovation of Community Public Services of Financial Assistance

随着国家构建服务型政府的发展,社区建设尤其是社区公共服务的供给已经成为政府关注的重点。政府对社区建设起主导作用,主要体现在财政政策的支持上,但是现行财政管理体制在促进社区建设方面还存在一些问题。本文首先分析了我国财政管理体制在促进社区建设方面存在的问题,并结合国外经验提出创新我国财政援助技术的建议,如对财政补贴、政府采购、政府预算等制度的创新。

With the country to build a service -oriented government development, community building, especially the supply of public services of the community has become the focus of the government. Government plays a dominant role in the community build, mainly in support of fiscal policy, but the existing financial management system have some problems in the promotion of community building. First this paper analyzes the existing problems, then combining the experience of foreign financial assistance to innovative technology in China, such as financial subsidies, government procurement, and the government budget system innovation.
