摘要
始建于20世纪70年代的中国煤炭地质总局(以下简称总局)涿州基地,30多年来充分发挥了后勤服务方面的职能作用。2006年8月,中国煤炭地质总局对在京单位进行了整合重组,成立了第二勘探局,初步搭建了总局涿州基地发展的基本架构。2008年总局提出了建设"一个中心(国际会议活动中心),一个家园(煤炭地质职工绿色家园)"的战略构想,并作出将涿州基地土地、房产统一划归第二勘探局管理的重大决定,涿州基地由此迎来了快速发展的春天。本文对基地发展规划进行了SWOT分析,分别对基地建设规划,产业规划进行了论述,提出了几种体制机制模式和规划建设中应该注意的问题。
Initiation since the 1970s, 20th Century, the CNACG (hereinafter: the administration) Zhuozhou base has given full play to logistic service functions during the 30 more years. In August of the year 2006, the administration integrated and regrouped subordinate bodies in Beijing and established the Second Exploration Bureau (hereinafter: the bureau), initially built basic frame of the Zhuozhou base. In 2008 the administration proposed a strategic conception of "one center (international convention and function center), one homestead (coal geological stuff green homestead)" and decided to transfer the basic land and house properties in Zhuozhou to the bureau, the base thus welcomed in a spring of instant development. The paper carried out SWOT analysis of the base development planning, discussed base construction planning and estate planning respectively, put forward some attentions should be paid to system mechanism mode and programmed constructions.
