摘要
科学技术的发展既需要科研创新又需要科研管理创新,管理创新是科研创新的重要保证,科研管理创新势在必行。科研管理创新应建立"以人为本"的管理理念;加强服务意识,促进成果转化,走"产学研"相结合的道路;专家学者应参与和主导科研决策,构建合理的激励机制;创新科研评价体系;重视科学研究开放与合作的新规律。
The development of science and technology needs the innovation of both scientific research and management. Management innovation is the guarantee to scientific innovation. And this reform must be enforced right now. The philosophy of people-oriented must he set up. It is necessary to strengthen the service concept, proceed the achievement transformation. It is proper to let the scholar participate the scientific decision. It is essential to construct the reasonable encouragement system. It is important to innovate research evaluation system. The new law of the scientific research is open and cooperation, it also should be taken seriously.
