农村最低生活保障对象瞄准机制研究——基于对河南省安阳市某村的实证研究

On Rural Minimum Living Security Object-Targeting Mechanism——A case study of a village in Anyang,Henan province

党的十六大以来,农村最低生活保障制度快速发展,为农村居民的基本生活提供了重要的制度保障。然而,由于农村家庭收入核算方法不科学等原因,农村最低生活保障对象的瞄准机制偏差较大,"人情低保"、"骗保"、"应保未保"等现象严重,大大降低了农村最低生活保障制度救助的有效性。文章基于对河南安阳某村的实证研究,从农村最低生活保障对象瞄准机制的现状入手,分析问题,剖析原因,并提出完善农村最低生活保障对象瞄准机制的对策,以求有效解决我国当前农村低保对象瞄准偏差问题,增强农村低保制度实施的公平性。

Since the 16th National Congress of the Communist Party of China, rural minimum living security system has developed fast and provided a system security for the basic livelihood of rural residents, However, there exist some deviations in its object-targeting mechanism, such as human sentiment minimum living insurance, deceived insurance, and non-insurance for the wanted due to un- scientific calculation methods of rural household incomes. These phenomena are so serious that they reduce the effectiveness of rural minimum living security system. This article analyzes current situation with a case study of a village in Anyang, Henan province, and then, it proposes measures to perfect rural minimum living security object-targeting mechanism in order to effectively solve the problems and enhance the fairness in implementation of rural minimum living security system.
