某企业乙丙橡胶技术改造项目职业病危害预评价

Pre-Evaluation of Occupational Hazards in EPDM Technical Transformation Project

摘要 目的识别和分析乙丙橡胶生产过程中可能产生的职业病危害因素及其主要环节,预测可能造成的职业病危害及程度,确定建设项目的职业病危害类别。方法依据该建设项目的职业病危害特点,采用类比法、检查表分析法等进行综合分析、定性和定量评价。结果通过对拟评价项目相似工程的职业卫生调查、相关技术资料的分析,本项目存在的职业病危害因素为正己烷、甲醇、氨、氯化氢、氢氧化钠及噪声,类比企业各工种工作日内甲醇、正己烷等有害物质TWA(甲醇0.156~0.569 mg/m^3、正己烷1.48~5.48 mg/m^3)、STEL(甲醇1.87~4.10mg/m^3、正己烷1.73~65.80 mg/m^3)均符合国家卫生标准要求。各工种工作日内接触生产性噪声等效连续A声级计算值均〈85 dB,符合国家卫生标准要求。结论本项目属职业病危害严重项目。本项目在落实职业卫生专项投资、落实可研报告中提出的各类职业病预防措施、落实控制职业病危害的补充措施、加强职业卫生管理的前提下,拟建项目在职业病危害控制方面是可行的。 Objective To identify and analyze the potential occupational hazard factors and main links during the process of production about the EPDM technological transformation project of the enterprise, predict the potential occupational hazards and degrees, confirm the occupational hazard categories of the construction project, and provide the necessary countermeasures and suggestions on controlling occupational hazards. Methods According to occupational hazards characteristics of the construction project , the combination of methods of analogy and checklist were applied to evaluate the project with qualitative and quantitative evaluation. Results Occupational health investigation and the analysis of relevant technical information of similar project were carried out, the occupational hazard factors existed in the project were n - hex- ane, methanol, ammonia, hydrogen chloride, sodium hydroxide and noise. The results showed that the permissible concentration -time weighted average, permissible concentration -short term exposure limit and fluctuation range of the concentration of all kinds of the workers' occupational hazard exposure level in analogical enterprise accorded with the national health standards, e.g. TWAs of methanol and n - hexane were 0. 156 -0. 569 mg/m^3 and 1.48 -5.48 mg/m^3, STELs of methanol and n -hexane were 1.87 -4. 10 mg/m^3 and 1.73 -65. 80 mg/m^3. Equivalent continuous A -weighted sound pressure level calculated about all kinds of the workers' exposure level in working day was in line with the national health standards [less than 85 dB(A) ]. Conclusion The occupational hazard of this project is serious. The pre - construction project is feasible in the control of occupational hazards under the premise of implementing occupational health special investment, fulfilling the various types of occupational disease prevention measures mentioned in feasibility study report, carrying out the remedial measures of controlling occupational hazards and reinforcing occupational health management system.
