关于建立健全防治荒漠化投入保障机制的若干问题

On Issues Related with the Establishmont of Ensuring System of Financial Input for Combatting Desertification

我国的荒漠化形势十分严重，已经越来越直接影响到工农牧业生产和人民群众的生存条件。因此，加速防治荒漠化，是关系到国计民生和子孙后代的大计，是确保我国经济可持续发展，实现国家富足、民族繁荣的根本举措。本文拟从财政的角度分析防治荒漠化的必要性和紧迫性，并提出在社会主义市场经济条件下加大投入力度，完善投资政策，进一步建立健全防治荒漠化投入保障机制。

Abstract At present,desertification in China has more and more a direct impact on industry, agriculture and animal-husbandry as well as people's living conditions.Therefore, an enhanced endeavor in anti-desertification is a great enterprise which has a bearing on national economy and livelihood of future generations and a fundamental measure which ensures China's sustainable economic development,national strength and prosperity. In this article,an analysis from financial perspective is made on the pressing needs of the prevention and management of desertification together with suggestions for increasing inputs and improving investment policies under socialist market economy as well as a mechanism which ensures financial inputs for preventing and managing desertification.
