摘要 水资源承载力是进行区域生态环境建设和确定社会经济发展方向的基础。以鄂尔多斯市水资源承载力为研究对象,选取了水资源开发利用率、耕地灌溉率、地表水控制率、工业用水重复利用率、人均水资源可利用量、人均供水量、排污率、供水模数和生态用水率9个主要因素作为评价因素,应用灰色关联度分析法对鄂尔多斯市及各分区水资源承载力进行了评价。结果表明:目前水资源开发利用已经达到相当规模,在现有经济技术条件下,该地区的水资源承载潜力已相对较小,水资源供需矛盾突出。从社会、经济的进一步发展和保护生态环境出发,通过调整产业结构、节水工程建设、增加非常规水利用量、水权转换工程和节水型社会制度建设等措施提高水资源承载能力,合理利用本地水资源。 Water resources carrying capacity is the basis of improving eco-environment and confirming society-economic development orientation. This paper takes water resources carrying capacity of Erdos city as the analyzing target and applies grey relational analy- sis method to evaluate. The selected evaluation factors include water resources using efficiency, irrigation ratio of arable land, control ratio of surface water, reuse ratio of industrial water , available water resource per capita, practical water supply per capita, blowdown rate, water supply modulus and ecological water use ratio. The evaluation results show that current water exploitation and use has reached a relative high degree, under the present economic and technical conditions, there is only a very limited water carrying capacity and there exists a serious conflict between water supply and water demand. Viewing from sustainable development of society and economy and eco-environmental protection, the fundamental measures to promote water carrying capacity are to adjust industrial structure, to constructe water-saving projects, to increase the amount of non-conventional water resources, to construct water-saving society institution and water rights transform engineering and to utilize the regional water resources rationally.
