摘要
环境行政许可制度是我国节能减排的重要制度,这一制度能以见效最快的方式实现节能减排,并避免技术锁定到不利于节能减排的模式中。但这一制度固有的缺陷决定了要根据新的节能减排形势对其进行改革,使其具备灵活性、透明性和激励性。
Environmental license is an important instrument to achieve the goals of emissions reduction and energy conservation. This instrument can achieve the policy goals with rapid speed and avoid being locked in the old technologies. However, it is necessary to make reformations on it because of its inherent deficiencies. With reformations the environmental license can become more flexible and transparent, as well as provide dynamic incentives for the development and adoption of new technologies.
