我国环境规制效率的变化趋势及对策研究

Research on the Efficiency Evolution Trend and Countermeasures of Environmental Regulation

环境规制效率指在规制活动中成本与收益之间的对比关系,一个主要的衡量方法是环境规制收益的成本弹性。只有当环境规制收益的成本弹性大于1,才说明环境规制有效率。以2000年为基年,我国2001年到2007年的环境规制效率是逐年下降的。造成这个结果既有表层的环境规制法律法规体系和监督体系方面的原因,又有深层的人性和体制方面的原因。因此,除了对法律法规体系和监督体系的完善外,还要建立跨区域垂直的环境规制体制,并实行"绿色GDP"的考核体系,从根本上解决问题。

The efficiency of the environmental regulation is the contrast of the income and the cost in the environmental regulation, and one of its scale methods is the elasticity. When the elasticity is larger than 1, the environmental regulation is efficient. Take 2000 as the basic year, the efficiency from 2001 to 2007 descended year by year. The reasons are not only the ostensible laws, rules and monitor, but also the deep-seated humanistic and systemic reasons. So, to boost the efficiency, all the reasons should be resolved.
