试论城市规划信息系统(UPIS)

PILOT STUDY ON URBAN PLANNING INFORMATION SYSTEM(UPIS)

首先提出了城市规划信息系统（ＵＰＩＳ，ＵｒｂａｎＰｌａｎｎｉｎｇＩｎｆｏｒｍａｔｉｏｎＳｙｓｔｅｍ）的概念，初步探讨了其理论基础；接着明确了建立信息系统的策略是突出处理好总体设计与分步实施、事务管理与图文建设、普查建库与动态更新、辅助设计与磁盘报批、规划建模与辅助决策五大关系；并对系统集成与多用途地籍信息系统进行了讨论；最后，呼吁尽快深入开展城市规划信息系统（ＵＰＩＳ）的理论与方法研究，以指导我国城市的实践。

Abstract In this paper,the concept of UPIS(Urban Planning Information System)is firstly advanced and the basic theory is discussed.Then the strategy of developing a UPIS is detailed.This strategy emphasizes that five main relationships must be treated correctly. These relationships include: the relationship between overall devise and step by step practice,between affairs management and graphics text database creation,between overall suveying database creation and dynamic data update, between CAD and disk application and approval, and between planning modeling and assisted decision. In addition,system integration and multi purpose cadastral information system are also presented. At last,the author suggests that planners make much deeper research on the theory and method of UPIS so as to efficiently guide urban planning practice in our country.
