洪灾区重建的规划与实施研究──以江西省波阳、余干县为例

Planning and Construction in Flooded Areas in China

1998年10月，同济大学江西灾区重建规划工作队奔赴灾区，在受洪灾严重的波阳、余干两地进行了九个城镇、十个中心村的规划设计工作。这次规划，既要解决特殊情况下的灾民安置问题，又要本着持续发展的思想，为灾区的未来出谋划策。本文通过对灾区现状的分析，提出灾后规划的要点，并对迁移的过程与政策进行讨论。

This paper introduces several planning practices in Jiangxi province where towns and villages were suffered from terrible flood in Autumn, 1998. Through analyzing the situations in flooded areas, this paper disserts key points of planning for reconstruction work after the natural disaster. It also discusses the process and relevant policies of migration of people in flooded areas.
