摘要
为解决设计遗留问题和系统配套问题,3 000 kt/a重油催化联合装置长期处于一边生产一边施工的状态。以新增汽油脱硫醇反应器和催化剂磁分离器技措项目施工为例,通过运用科学的方法进行危害辨识和风险评价,制定和实施有效的风险控制措施,在装置正常运行的情况下实现了技措施工现场的安全受控。
In order to solve the pending design issues and issues concerning auxiliary system,the 3.0 Mt/a RFCC complex has been under construction without being shut down.Taking the construction of the technical innovation project of building new gasoline sweetening reactor and catalyst magnetic separator as an example, this article adopts scientific methods to carry out hazard identification and risk assessment and develops effective risk control measures,thus realizing the safety control of the technical innovation construction field while ensu- ring the normal operation of the unit.
