奥巴马政府与美国外交政策军事化趋势 被引量：4

摘要 美国外交政策军事化趋势越来越明显,负面影响也越来越大。奥巴马政府试图通过各种方式扭转这一趋势,具体做法是:增加国务院预算、外交官和对外援助官员数量;宣称"不与伊斯兰开战",以改善与穆斯林世界的关系;用软实力方式替代军事援助;用新反恐战略取代"全球反恐战略",并不再使用"反恐战争"一词。但是美国国家安全政策的军事化、军民关系的失衡,以及军工复合体对美外交政策的巨大影响,导致美国外交政策军事化趋势难以改变,更何况奥巴马的"巧实力"外交实际上并不排除外交政策的军事化。
