摘要
欧盟进行了一项跨国的教育制度公平测度,该指标体系不仅遵从了既有的充足性、机会均等、财政中立、水平与垂直均等的原则,还考虑了对教育上游制度的公平性、教育制度本身对学生的期望、公众对这一制度的公平性感知、个体间及群体间的差异和低于最低门槛值的个体与群体的不平等的测度。欧盟教育制度公平测度的指导原则有助于我们进一步理解和测度教育公平。
The European Union has conducted a multinational try to measure the equity of the European educational systems. The set of indicators follows the previous guiding principles of equity measurements of education, which are sufficiency, equal opportunity, financial neutrality, and horizontal and vertical equity. Besides, the European indicators have measured the upper systems of educational system, the expectation of teachers and parents, and the public feelings upon the equity of educational system, the difference between individuals and groups and the inequity between individuals and groups who are at the lowest threshold.
