This paper makes some theoretical and practical analysis of the nature of fire compulsory measures and clarifies the relations between the fire administrative measures and the fire administrative punishment, pointing out that they are two independent administrative actions and that the fire administrative compulsory measures are not legal procedures of the fire administrative punishment.
