论现代社会之根本性和谐——基于公共管理的逻辑

On the Fundamental Harmony of the Modern Society:The Logic of Public Management

政府、市场与社会是现代社会的三种基本构成力量,三者各有其运行机制。三种力量都需要有效约束;三种力量之间与三种机制之间的良性交集、互动与制衡是实现和谐社会的根本保障。建构当代中国的和谐社会,必须实现这三种社会构成力量之间的和谐、经济发展与社会发展的和谐、人与人之间的和谐以及人与自然环境的和谐。在这四个维度之和谐中,社会基本构成的三种力量与社会运行的三种机制——即政府、市场和社会之间的和谐是社会的根本性和谐,其关系的异化失衡必定会阻滞经济发展、危及社会稳定,致使社会陷入崩溃。只有这一根本性和谐得到有效推进,其它层面的和谐才有可能较好地实现和达到较为理想的程度。

Government,market and society are the three fundamental composing forces and each has its own operating mechanism.All these three forces are necessary to be restricted effectively;the good interaction and mutual restriction of these three forces and three mechanisms are the ultimate guarantee to construct a harmonious society.To build a harmonious society,China must realize the harmony of three aforementioned forces,the harmony between economy development and social development,and the harmony between natural environment and human being.Among these four aspects the harmony among government,market and society is the most important one.The unbalance and dissimilation will block the economy development and endanger the social stability,and finally even result in the social collapse.Without effective realization of the harmony among three forces,it will be impossible to promote the harmonies in other three dimensionalities.
