社会排斥理论关注社会成员被排斥在社会参与和融合之外。反社会排斥是欧盟社会政策的重要内容,是欧盟应对知识经济与全球化挑战、深化欧洲一体化、加强欧洲政治合法性的重要方式。由于欧盟对社会排斥的理解限定在劳动力市场与就业领域,其反社会排斥政策内容主要是将劳动者吸纳进劳动力市场,扩大就业。其政策则建立在跨政府的基础上,欧盟以"开放式协商方式"形成政策目标和标准,监测和推进成员国相关政策法规的制定。

Social exclusion theory focuses on social members' exclusion from social participation and social inclusion. Combat against social exclusion is an important content of EU's social policy,which is the important way for EU to cope with the challenge of knowledge and globalization,deepen European integration and strengthen its legitimacy.As EU's understanding of social exclusion is limited within empolyment,its policy against social exclusion mainly focuses on how to developlabour market and employment.Its policy is based on span-government,and through Open Method Coordination,it mornitors and promotes its member states to make related policies and regulations.
