On the Strategic Choice of Industry Upgrading Based on the Staged National Conditions

产业升级目前是举国上下高度认同的经济发展战略,后国际金融危机阶段更是全球范围内的产业升级时代,但必须保持清醒的是:产业升级同样应尊重国情,防止"刮风"。为此,文章提出"阶段性国情"的范畴,强化"当下国情"的意识,并依据国情实现产业升级的理念,建议我国产业升级必须做到:在目标追求中,慎跨越,扶持拓展;在科技创新中,坚持二次创新带动原创;在产业形态选择中,既要注重整体优化,又要体现多样性;在政策实施中,从理性干预到"4个退出"。

Industry upgrading is now the economic developmental strategy recognized by all of the country, and the post-financial crisis period more than ever is a period for industry upgrading. However, it must be clearly seen that industry upgrading has to be achieved according to the national conditions. Thus, this paper proposes the term of 'staged national conditions', stressing the awareness of present situation and industry upgrading according to it. The paper suggests that in industry upgrading, we must be cautious in leaping and supporting expansion in pursuit of the aim; make the secondary innovation the drive of the original in science and technological innovation; stress both entirety and diversification in choosing industry forms; do from reasonable interference to '4 quits' in carrying out policy.
