改革开放以来,中国的对外政策出现了很多积极的变化。随着国内改革的不断推进和对外开放程度的不断扩大,中国如何保护其海外利益问题自然被提上对外政策的议程。海外利益在整个国家利益结构中的地位不断上升,对中国的外交政策产生了重大的影响。但是推动外交政策转变的动力因素,既来自于国际关系的变化,更来自于国内结构的变革,其中最重要的因素是国家的发展以及对于国家利益的认识和观念上的变化。

Since the reform and opening-up, China＇s foreign policies have changed greatly and positively. With the deepening of home reform and expansion of opening to the outside, it has been put on the agenda of foreign policies how to protect China＇s overseas interests. The enhancement of overseas interests in overall national interests has greatly influenced China＇s foreign policies. However, the change of foreign policies is due to the change of international relations and restructuring at home and most importantly, due to national development and change of concepts about national interests.
