在绿色经济和生态安全作为新世纪世界经济发展主题的大背景和趋势下,各地区不仅要发展经济,更要注重生态建设和环境保护,维持经济和社会的可持续发展。加工贸易产业转移到西部地区,将会大量占有和使用西部地区的资源,对当地的原生态系统造成极大程度的破坏。如何发展加工贸易,使其既能促进西部地区经济的发展,又能前瞻性地制定出相关的维护生态安全和环境保护的制度与措施,以促进经济的和谐发展已成为当务之急。

Under the background and tendency of Green economy and Ecological security building,the region must not only develop the economy, but also pay greater attention to local ecological building and environmental protection in order to maintain the sustainable economic development, when a large number of processing trade industry shift to the west area, there will be a possession and use of the resources in the area, the damage will be caused to a large extent to local ecosystem. Then, the western region should pay more attention to its own ecosystem -building,when they are in the pursuit of their economic development. Under such cireurostances, how to develop the processing trade to promote economic development, and also work out the relevant regulation and policy of ecological security and environmental protection have become imperative task.
