目标控制是项目管理的重要职能,它要求项目管理人员在不断变化的动态环境中为保证既定计划目标的实现而进行一系列检查和调整活动。而工程项目作为复杂的开放系统,追求的是整体优化而非局部最优。论文在借鉴目标管理、控制论和系统论的基础上,构建了工程项目目标控制体系,通过科学合理的目标规划,在基础业务、流程与制度、信息平台和运行机制的保障下,实现项目的社会目标和成果性目标。

As a complicated open system,the best of part is not the best to engineering project.On the base of the management by object,control theory and systems theory,the paper establishment object control system.Under the protection of basic business, processes and systems, information platform and the operating mechanism, the social objectives and outcome objectives of engineering project will be achieved by Scientific and rational object planning.
