An explanation focuses on the connotation of grass-root quality culture, main problems in the development of grass-root quality culture and its key points of innovation. Then it is pointed out that the root and basics of quality culture construction is to be people-oriented and develop the strategic training of talents; the improvement of execution is the reliable means and strong guarantee of quality culture construction; the establishment of "quality business" is the emphasis and direction of quality culture construction; both management and technical innovations are the power and support of quality culture development.
