摘要
随着3G时代的来临,电信监管领域诸如电信资费、互联互通等社会舆论关注的热点、难点问题浮出水面,迫切需要规范市场,切实保护消费者利益。针对监管工作中出现的问题,陕西管局采取了积极主动的应对措施:开展了全面、系统的电信资费套餐清理工作,并在日常工作中应用分析检测手段并深入了解用户诉求,从而对全省电信运营商间互联互通进行切实有效地管理。日前,陕西省通信管理局高彩玲局长(以下简称"高")和工业和信息化部电信研究院通信信息研究所徐玉副所长(以下简称"徐")接受了《世界电信》(以下简称"WT")记者的专访。一位是长期从事地方电信监管工作的领导;另一位则在电信监管领域有着广泛、深入的研究。两位嘉宾从各自工作角度的出发,围绕目前地方电信监管的热点、难点工作向记者进行了深入浅出的阐述。
With the advent of 3G era,some new problems and difficulties emerging in the limelight with regard to telecom regulation such as tariff and interconnection,which are calling for the intervention of regulators to protect of consumers'interests.To solve these problems,the Shanxi Administrative Bureau has been taken active measures including: carrying out comprehensive and systemic clearance of service tariff; undertaking adequate investigation and analysis to monitoring and deeply understand the requirements of end users so as to implement practical and effective management in interconnection between telecom carriers inShanxi.Through years of earnest work,Shanxi has accumulated valuable experiences and achieved congratulatory results. Recently,World Telecom interviewed Gao Cailing,the director-general of Telecommunication Administration of Shanxi Province and Xu Yu,the director of Teleinfo of CATR,MIIT.The officer who has been engaged in the regulation of local telecom market,and the scholar who is noted for her extensive and deep research in telecom regulation field,briefed the current hotspots in telecom regulation from their own point of view.
