A Study on the Evaluation Theory and Mathematical Model for Economic Loss of Flood Damage —— (Ⅰ) Direct Economic Loss

从可持续发展的战略高度论述了建立洪灾经济损失评估系统的重大意义。从国民经济整体角度，对洪灾损失进行分类，确定了洪灾经济损失评估的计算准则。运用系统分析方法进行系统研究、系统设计，建立了洪灾经济损失评估系统的结构图及直接经济损失评估模型。

From the strategical viewpoint of sustainable development,the great importance of setting evaluation system for economic loss of flood damage is emphasized in this paper.On the benefit of the whole national economy,the loss of flood damage is classified,and principles of evaluating the economic loss of flood damage are suggested. By using the method of system analysis,through the steps of system research and system design,the framework of evaluation system for economic loss of flood damage is established.In the end,the damage proportion model is established.
