摘要 目的:了解湖北省卫生专业技术人才流动的现状和规律,分析不同层次医疗机构卫生专业技术人才流动的特点,为政府主管部门制定全省卫生人力规划提供依据;方法:根据湖北省不同地区地理特征、经济和社会发展水平等状况,从全省抽取武汉、孝感、荆州3个市共12家综合医院,并抽取3家省级综合医院进行研究。结果:市级医院的卫生专业技术人员的流动率最大,执业(助理)医师和注册护士的流动占医院卫生专业技术人员流动量的大部分,卫生专业技术人才流入的学历水平高于流出的学历水平。结论:制定宏观卫生政策,积极引导卫生专业人才合理流动;建立健全人力资源流动社会保障机制;全面加强医院学科建设和人才培养。 Objective:To understand the present situation and laws of flow of health technical personnel in Hubei province,analyse the characteristics of the flow of health technical personnel among medical institutions at different levels,which provided evidence for the govern- ment formulating the development and planning of health manpower;Methods:According to the geographical characteristics,in different area the level of economic and social development of Hubei province.Selecting 12 Tertiary Hospitals from Wuhan,Xiaogan and Jingzhou City, fur- thmore,selecting 3 Tertiary Hospitals of provincial level;Results:The flow rate of health technical personnel in municipal hospitals is largest, the flow of practicing (assistant) physicians and registered nurse accounted for the majority of the flow of health technical personnel,the level of educational background of inflow is higher than the outflow' s;Conclusion:Constructing macro health policy, actively guide the rational flow of health technical personnel;establishing and improving social security mechanisms of the flow of human resources; strengthening disciplines construction and personnel training in hospital.
