武器装备采办管理信息交流机制评价指标体系的构建

Construction of the Evaluating Indicator System of Information Exchange Mechanism for Weaponry Acquisition Management

运用层次分析法设计了由信息交流机制基础建设指标、信息交流过程和方式指标、信息交流动力指标和信息交流监督指标等构成的武器装备采办管理信息交流机制评价指标体系。在对专家调查数据进行统计分析的基础上,确定各项指标的权重。应用评价指标体系对美国、俄罗斯、法国、日本及我国的武器装备采办管理信息交流机制进行了评价。

By the use of Analytic Hierarchy Process （AHP）, an evaluating indicator system of information exchange mechanism for weaponry acquisition management is devised, which is composed of basic construction indicators, information exchange process and pattern indicators, and information exchange driving and supervising indicators of information exchange mechanism. Based on the statistical analysis of the investigation data of theexperts, the weight of each indicator is determined. The evaluation indicator system is used to evaluate the information exchange mechanism of weaponry acquisition management of USA, Russia, France, Japan and China.
