应清醒认识民营医院的“公益性”

Commonweal of Civil Hospitals Should Be Clearly Understood

作者针对新医改方案中明确将民营医院作为我国医疗服务体系中不可缺少的组成部分这一精神,对民营医院的"公益性"进行了讨论。①首先对公立医院6个方面的"公益性"职责与民营医院承担的责任进行对照,提出民营医院的公益性与公立医院完全可以"对号入座",并在职责体现上超越了公立医院。②对民营医院的角色价值进行了剖析,从而对民营医院在我国医院系统中的地位和作用提出新的认识。③提出对民营医院"公益性"应有全面、客观的认识,并从"重大意义"、"正面影响"和"现行政策"3个方面提出对民营医院认识上的"纠偏"。

According to the regulation in the new medical healthcare systems reform that civil hospitals are important parts of medical healthcare systems in China, the author discussed ＂commonweal＂ of civil hospitals in this article. ①Firstly compare six kinds of commonweal responsibilities of public hospitals with those of civil hospitals, and put forward that both of them are completely consistent, and the obligation embodiment in civil hospitals is more than that in public hospitals. ②Analyze the role value of civil hospitals, and advance the new perspective of their position and function in state hospital system. ③Suggest that ＂commonweal＂ of civil hospitals should be understood generally and objectively, and bring forward to rectifying the deviation of concept of civil hospitals in three aspects, i.e., ＂extreme significance＂, ＂right effect＂ and ＂actual policy＂.
