中共中央、国务院关于深化医药卫生体制改革的意见和医药卫生体制改革重点实施方案,明确了我国未来一个时期医药卫生体制改革的基本框架和政策措施。根据医药卫生体制改革文件精神:坚持政府主导与发挥市场机制相结合的原则,坚持公平与效率相统一的改革方向,强化政府在基本医疗卫生制度中的责任和在提供公共卫生、基本医疗服务中的主导地位。"基本医疗"应该就是最基本的常见病治疗、用药,老百姓能够负担得起的医疗费用。"市场经济"其特点则是需求自动调节,价格随行就市。这就希望医疗资源得到统筹配置与共享。

The idea of deepening the reform of medical and healthcare system and the major project about the reform of medical and healthcare system enacted by the CPC Central Committee and State Council have ascertained the fundamental frame and policy measures for the reform of China＇s medical and healthcare system in a future period. According to the requirement of the reform document, it is important to insist in the principle of government dominant factor combined with market mechanism, and the reform direction of fairness unified with efficiency, to strengthen the government＇s responsibility in the basic medical healthcare system, and the leading position in providing the public health and the basic medical service. ＂Fundamental medical treatment＂ should refer to the most fundamental treatment and medication to common diseases, as well as the medical cost afforded by the ordinary people. The attribute of market economy is self-regulation of demand and fluctuation of price in response to market conditions. Therefore, medical resources should be distributed and shared as a whole.
