基于农民工内部分化的社会保障制度设计

Social Security System Based on Differentiation in Rural Migrant Workers

农民工从农民向市民的转化过程中,在诸多方面出现了内部分化,农民工的内部分化催生了该群体多样化、差异性的社会保障需求。我国现有的农民工社会保障制度模式仍然没有摆脱城乡二元结构的桎梏,对农民工的内部分化考虑不充分,导致实践中出现了社会保障整体缺失、保险关系异地接续难、退保率过高等问题。针对农民工在空间结构、职业特征、收入水平等方面的分化,提出了分层次、多主体的农民工社会保障制度构想。

During the course of transforming from farmers to urban residents, the secondary stratum polarization a mong rural migrant workers has appeared in directional distribution, occupation, income and other aspects ,which has given a significant impact on the demand for social security needs and differences in ability of rural migrant workers. Because the existing social security system models for rural migrant workers in various regions haven＇t pulled away from the influence of doubledeck structure of urban and rural areas without giving sufficient thought to differentiation of rural migrant workers, a series of problems emerged in practice such as lack of security, high surrender rate, difficulties in transferring social security accounts of workers moving from one region to another ,etc. Based on the differentia tion of spatial structure, occupational characteristics and income level for rural migrant workers, social security system for them with sublevel, multi principal and its measures for the implementation have been designed.
