Policy Design for the Coordination of Transport Between a Mega-city and Its Satellite Cities

大城市—卫星城间的交通联系在实现大城市与卫星城市的协调发展中具有重要作用,为此,在对大城市—卫星城间交通协调发展基本概念和内涵进行分析的基础上,从政策科学、现代行政管理学和博弈论的角度,研究了大城市—卫星城间交通协调发展政策设计基础和政策设计目标,同时,针对当前发展中的突出矛盾(利益相关者的矛盾和体制问题)提出了政策设计的方法和城间交通协调发展政策设计的基点和关键。

Based on the analysis of basic concept and proper content of the coordinated development of the trans port between a megacity and its satellite cities,this paper discusses the policy design basis and policy design objec tives by using policy science, public administration and game theory, especially from the aspects of benefit coordination and system coordination, according to current contradictions, and puts forward a method to make policy design and brings forward the key point in the policy design of the intercity transport.
