摘要
我国提高企业劳动报酬比重具有很大的空间。过去提高劳动报酬水平效果不明显,主要原因是提高劳动报酬比重特别是提高非公企业劳动报酬比重存在一些难点。为了克服这些难点需要进行政策创新,主要包括重塑工会体制,以保障劳动者的谈判地位,调整农民工的社保政策尤其是养老保险政策,提高最低工资标准,运用政府力量建立剩余分享机制等。
There are very big space in enhancing the proportion of enterprise payment for labor in our country. In the past the effect has not to be obvious about enhancing the horizontal of enterprise payment for labor,the primary cause was that there are some difficulties in enhancing the proportion payment for labor especially with regard to enhances the proportion of non-public enterprise payment for labor. In order to overcoming these difficulties which need to carry on the policy innovation, mainly should include that remoulds the trade union system to safeguard worker's bargaining position, adjust the peasant labores' s social security policy especially concerning the old-age insurance policy,refers to the international experience to raise the minimum wage standard,using national strength to establish a surplus share mechanism.
