The public secufity and poliee often deal daily management work and implement specific administrative act according to other standard documents which has no the origin of the law, and these doeuments have been proved necessary after long-term public security work practices, and it has irreplaceable function in guarauteeing government order＇s flowing without obstruction, improving policing efficiency, and timely adjusting and solving the new upcoming problems. However, it is a problem worthy of studying and discussing how the people＇s court will treat and deal the other standard doeuments, and how the public security will regulate the institution of other standard documents from the angle of judiciary trial.
